【摘要】:Thescopeofthisstandardisthesludges,i.e.andsludgesproductsfrom:—stormwaterhandling;—nightsoil;—urbanwastewatercollectingsystems;—urbanwastewatertreatmentplants;—treatingindustrialwastewatersimilartourbanwastewater(asdefinedinDirective91/271EEC);—watersupplytreatmentplants;—waterdistributionsystems;—butexcludinghazardoussludgesfromindustry.ThismethodisapplicabletothedeterminationofpHvaluesofsludgeswhichincludeliquid,paste-likeorsolidmatter.Ifthesludgesampleissufficientlyliquid,directmeasurementshouldbemade.Ifthesludgesamplecontainsrelativelyhighpercentagesofsolidsthemeasurementshouldbecarriedoutafterdilutionwithwater.

【摘要】:ThisInternationalStandardestablishesacommonhealthindicatorsconceptualframeworkandisintendedtofosteracommonvocabularyandconceptualdefinitionsfortheresultantframework.Theframeworka)definestheappropriatedimensionsandsub-dimensionsrequiredtodescribethehealthofthepopulationandperformanceofahealthcaresystem,b)issufficientlybroad(high-level)toaccommodateavarietyofhealthcaresystems,andc)iscomprehensive,encapsulatingallofthefactorsrelatedtohealthoutcomesandhealthsystemperformanceandutilization,aswellasregionalandnationalvariations.NOTE1SeeAnnexBforamorecompletediscussionoftheunderlyingrationaleforthisframework.NOTE2Manycountrieshavealreadydevelopedtheirownmodelsfordirectingthecollectionandanalysisofhealthindicators.Forthepurposesofnationalreporting,theseexistingframeworksarenotexpectedtochange.Rather,thisframeworkcanbeviewedasacomplementtocurrentlyexistingframeworks.Forexample,ifaparticularhealthindicatorsframeworkcurrentlyfocusesonlyonhealthsystemperformance,thecomprehensiveapproachproposedherecanservetoaugmentand/orsupplementthecurrentlyusedmodelormodels.NOTE3Individualjurisdictionsmayelecttooperationalizetheconceptualframeworkdifferently.Becausetheconceptualdimensionsrepresentahigh-leveltaxonomy,thisprovidesconsiderablediscretionandleewayintheselectionofspecificindicatorsbyindividualcountries.Thisfocusonahigh-leveltaxonomyalsoallowsforsufficientflexibilityfortheinclusionofnewindicatorsinthefuture,asnewissuesemergeandadditionaldatabecomeavailable.Becausespecificdataelementsarenotdefined,jurisdictionshavethefreedomtopopulatethisframeworkwiththemostrelevant,andavailable,indicatorsfortheirspecificsituations.ThisInternationalStandarddoesnotidentifyordescribeindividualindicatorsorspecificdataelementsforthehealthindicatorsconceptualframework;nordoesitaddressneedsanalysis,demandanalysisortherangeofactivitiesthatneedtobesupportedforhealthsystemmanagement.Thedefinitionofbenchmarksand/orapproachesusedinthedefinitionofbenchmarksisoutsidethescopeofthisInternationalStandard.
